Lakeside Villas Street Resurfacing Update - Important Parking and Safety Information Please read in its entirety

We hope you're enjoying the long weekend, but we wanted to update you about the upcoming plans for the street resurfacing project. Things are about to get busy, and we need your cooperation to ensure everything runs smoothly and safely.
New Meaning to Early:

Chicagoland Paving has special permission to start work at 2 AM on Wednesday, Thursday, and Friday (Sept 4-6).

This early start time is to apply the fresh oil needed for the new asphalt.
Temporary Parking Restrictions:

ALL VEHICLES MUST BE REMOVED FROM STREET PARKING BY 2:00 AM on your scheduled day (see below).

This is necessary for the crews to work efficiently and avoid damaging your vehicle.

Parking:

Prioritize driveways and assigned spaces: If you have an open spot, please leave the street parking for neighbors who need it. You will be allowed to leave your vehicle on your driveway or dedicated parking space but will be limited from going in and out when construction is directly in front of your unit and for some time after the asphalt is laid due to the heat, which may damage your vehicle tires.

Share the love: If you park in the garage, consider offering your driveway to a neighbor in need.

Street parkers: Check on your car occasionally and adjust it if needed to maximize space.

Remember your LSV Permit: This allows overnight parking at Lakeview Dr and Chippewa Tral.

Clubhouse parking lot: Available if spaces are free, but vehicles must be moved by 10 AM.
Additional Reminders:

Watch for Village Notices: These will be hand-delivered a day or two before work starts on your street.

Protect your pets: Fresh asphalt is VERY HOT and can burn paws. Keep cats indoors and be cautious when walking dogs.

Driveway replacements: Regrettably, due to scheduling conflicts, we could not replace driveways during the repaving project as we initially intended. However, we have proactively rescheduled this work for early October, allowing the new asphalt time to settle and ensure it can safely support the heavy machinery required.

Trash removal will resume its regular weekly schedule between 11 AM and 2 PM starting Monday, September 9th.

Watch your Speed. You must watch your speed when driving through Lakeside Villas streets. Several sidewalks are still not fully restored, and pedestrians may decide to walk around barricades, so please drive cautiously and report speeders to the police.

Parking
To ensure adequate parking during construction, the association has secured permission from the Village of Wheeling Police Department to issue temporary parking permits.

Permit Distribution: Two (2) permits will be hand-delivered to each unit that has submitted their 2024 census. Additional permits may be requested by emailing parking@mylsvhome.com. Please note that the number of permits per unit is limited based on the information provided in your 2024 census. When approved, you will be instructed where to pick up your extra permits.

2024 Census: If you have not yet submitted your 2024 census, please do so immediately to ensure your unit's eligibility for parking permits. You will not be issued a permit if you do not update your census. The census form can be downloaded at https://www.mylsvhome.com/_files/ugd/f19e6a_571c89cd2a6d4c91b94297d1fb1ecf04.pdf. Completed forms should be signed and emailed to census@mylsvhome.com. Please note: If you have already completed and submitted a 2024 census, you do not need to submit another.

Permit Usage: Permits allow overnight parking on the east side of Lakeview Dr. or the south side of Chippewa Trails, with preference given to Lakeview Dr. Additionally, permit holders may park overnight in the clubhouse parking lot from 9 PM to 10 AM the following day. Vehicles must be moved by 10 AM to accommodate clubhouse rentals, or they risk being towed at the owner's expense. These areas are highlighted in green on the Permit Parking Map below. Vehicles must be moved by 10 AM or risk being ticketed or towed at the owner's expense.

The information below is our latest update about the Village's Lakeside Villas Street Resurfacing Project. Please Check in daily for new updates. Updates may not be available every day, but when available, they will be posted below. No updates will be posted when there is no construction.

09/05
Today, Chicagoland Paving completed the asphalt paving on Cedarwood Court and Lane, Clearwater Drive, Lane and Court, Bridgeview Court, and the eastern side of Lakeside Circle Drive. All streets that were paved today are reopened to all through traffic. NPTPO signage remains in place on all of the aforementioned streets, as the village does not want any overnight street parking until tomorrow, midday, at which time these signs will be removed.
The link above is a new project notice drafted and hand-delivered this afternoon. This project notice is for the residents of Westwood Court. Today, we learned from Chicagoland Paving that they will begin their paving operation tomorrow morning at 7:00 a.m. on Lakeside Circle Drive, directly in front of Westwood Court. This is the reason for the project notice and the request to these residents to either remove their vehicles from their street tonight or to have their vehicles removed by 6:00 a.m. tomorrow morning.
Tomorrow's planned paving operation will begin at 670 Lakeside Circle Drive, and the contractor will begin paving both sides of Lakeside Circle Drive in unison. They will pave out one side of the street to a certain point and then fall back and pave the other side of the street to connect both sides of the street while doing so intermittently. This paving concept will keep all loaded asphalt trucks off today's paved portion of Lakeside Circle Drive. The goal is to pave everything in unison as Chicagoland works out to Hintz Rd. Chicagoland Paving will have two flaggers working the construction zone(s) for this paving method.
As expected, the paving operation will cause significant traffic delays and congestion, especially as it approaches the entrance and exit of the Lakeside Villas subdivision. We ask for everyone's patience with tomorrow's scheduled work.
I have posted the No Parking / Temporary Police Order signage on the west side of Lakeside Circle Drive, from 799 to 670 LSCD. All cars parked on Lakeside Circle Drive should be removed from the street by 2:00 a.m. on Friday, September 6th. Fresh oil is once again to be applied.
There will be no parking on Lakeside Circle Drive from 799 to 670 until Saturday, September 7th.
This morning, all NPTPO signage was removed from Bayside Lane, Court and Drive, Candlewood, and Westwood Court. These streets are now open to on-street parking.
Again, if any resident(s) want to remain in their driveway tomorrow, they are more than welcome to, but they must understand that it will be several hours before they can depart.
All life/safety personnel and equipment will always have full access to the subdivision.
Tonight, numerous residents are taking advantage of overnight parking on Lakeview Drive, Chippewa Trail, and Commanche Trail.
Just like today, there will be times when LSCD will be closed until the asphalt temperatures drop and we achieve the strength numbers for the new asphalt.

Today, Chicagoland Paving completed the placement of hot asphalt on Bayside Lane, Bayside Court, Bayside Drive, Candlewood Court, Westwood Court, Ivy Court, Barberry Lane, and Ash Lane. All streets had been temporarily closed for some time, yet all affected streets have been reopened, with Ivy, Barberry, and Ash being opened last, as these streets were paved last. All residents are back in their driveways and into their offset parking stalls where applicable. As noted, the hand-delivered project notice states that there is NO ON THE STREET PARKING UNTIL THE FOLLOWING DAY. The newly placed asphalt needs some time to cool down before cars can park.
Moving forward, tomorrow, beginning at approximately 2:30 a.m., Pro Tack will once again place Fresh Oil on the following streets: Cedarwood Court, Cedarwood Lane, Clearwater Drive, Clearwater Court, Clearwater Drive, Bridgeview Court, and Lakeside Circle Drive. The distributed map has changed from starting at 727 LSCD Drive to 653 LSCD; it will now begin at 735 LSCD instead, ending at 653 LSCD.
The attached map and project notices were hand-delivered today to the residents on the west side of Lakeside Circle Drive. One project notice was delivered to those residing from 799 LSCD to 670 LSCD, and the second was delivered to those residing from 794 LSCD to 624 LCSD. These residents received the project notice 48 hours before Friday's planned paving activities.
Be advised that residents currently parked in the offset parking stalls at the clubhouse will need to have their vehicles removed by 10:00 am tomorrow or risk staying parked in those parking stalls until approximately 4:00 pm tomorrow. Once we begin to pave Bridgeview Court, those vehicles cannot back out and drive away on the newly placed asphalt. Also, any resident not leaving their residence for the entire day is more than welcome to leave their vehicle in their driveway, with the understanding that they are stuck at home until their street has been reopened.
This afternoon, all new No Parking / Temporary Police Order signage was installed on Cedarwood Court and Lane, Clearwater Drive, Court and Lane, Bridgeview Court, and Lakeside Circle Drive from the corner of Lakeside Circle Drive to Westwood Court.
Like today, the village will temporarily close streets after they have been paved to ensure proper cooling temperatures and to protect the asphalt's surface matte. These streets will be reopened when they are deemed allowable to drive on.

Today, Chicagoland Paving completed the asphalt removals and hot asphalt replacements on the remaining four dead ends and the remaining three additional street patches within Lakeside Villas.
Emergia Construction returned to Lakeside Villas this afternoon to haul off the 6 tons of cold patch they had delivered to the site. Emergia also removed the flashing barricades from the remaining 12 sewer adjustments within the roadways. All streets are now clear of flashing barricades in the middle of the streets.
Chicagoland Paving swept all of the streets on this project with their skid steer sweeper attachment, along with a laborer using a leaf blower to assist. Chicagoland also removed their remaining spoils pile from the designated staging location. Their skid steer and some attachments for the skid steer are still onsite. This area is still barricaded with flashers and NPTPO signage.
Just before noon, our Street Division personnel brought out and staged our message board on Lakeside Circle Drive. The message board reads the upcoming paving dates, the No Street Parking, the Temporary Road Closures, and to Expect Delays.

Be advised that there was no work performed within Lakeside Villas today.
Tomorrow, Chicagoland Paving will be returning to complete the remaining asphalt removals and the remaining asphalt placements.
Today, members of the HLR team, the Village and Chicagoland met onsite. They discussed the planned paving days, the sequencing of the paving schedule, the placement of the tack coat, prior to the asphalt placement, along with other topics pertaining to the upcoming project.
The Village of Wheeling and its engineering consultant, along with Chicagoland Paving, will begin the asphalt paving within the Lakeside Villas subdivision starting at 7:00am on Wednesday, September 4th. Chicagoland Paving, will continue with the asphalt paving on Thursday, September 5th and will conclude the asphalt paving on Friday, September 6th.
On Wednesday, September 4th , Chicagoland Paving, will begin paving on Bayside Lane first and the proceed forward to Bayside Court, Bayside Drive, Candlewood Court, Westwood Court, Ivy Court, Barberry Lane and conclude Wednesday’s work on Ash Lane.

Be advised that there was no work performed today within Lakeside Villas.
Any barricades and or signage that was down from last night's storm, was put back up today, either by myself or Chicagoland Paving.
08/27
Today, Emergia Construction completed the remaining sewer adjustments within the Lakeside Villas subdivision. Emergia also placed the temporary cold patch around the sewer frames and lids that were adjusted yesterday and today. Thus, Emergia Construction has completed its portion of work on this project.
Flashing barricades are still protecting the adjusted sewers from yesterday's and today's sewer adjustment work. They will be removed on Friday, August 30th, sometime in the afternoon.
Today, Chicagoland Paving had the Elgin Sweeper Co. in Lakeside Villas sweep the entire project for 3+ hours. 400 gallons of water were used while sweeping all of the streets.
We expect Chicagoland Paving to resume asphalt removals and placements on the dead-end streets on Thursday and Friday this week.
Representatives from the Village of Wheeling, our consultants from HLR, and members of Chicagoland Paving are still discussing the dates of paving and the sequencing or routes that the paving will be done in. We are tentatively looking at paving all of Lakeside Villas on Wednesday, September 4th, Thursday, September 5th, and Friday, September 6th.

08/26 - 2
Today, Emergia Construction continued its sewer adjustment within the Lakeside Villas subdivision. Tomorrow, Emergia, will return to complete the sewer work for this resurfacing project, Emergia has ramped all of the sewer structures that were poured late last week with temporary cold patch asphalt. The sewers that are being adjusted this week will be ramped with this same cold patch. Doing this cold patchwork will allow for the structures to be driven over, and this practice will allow for removing the current flashing barricades that are currently protecting these sewer structures.
Today, some flashing barricades were removed from some of the streets, while new flashers protect the sewers that were adjusted and poured with concrete today.
Sometime this week, Chicagoland Paving, will return to Lakeside Villas to complete the asphalt removals on the remaining dead ends, which will also be patched with new hot asphalt material. There are also some radius curb locations, which need placement of new asphalt as well.
Chicagoland, has been directed to have a sweeper go through every street within Lakeside Villas before weeks end. This effort will help clean things up significantly before the long Labor Day weekend.
The village has told us that Chicagoland Paving will not be paving the Lakeside Villas subdivision this week.
The Village is collectively waiting on word from Chicagoland about a schedule of the proposed dates and streets and the sequencing of their paving operation. Any plan brought forth by Chicagoland Paving will need to be approved by the village engineer before work can proceed.
Updates to follow as this week progresses.
08/26
Village consultant HLR has been in discussions with Chicagoland Paving regarding the different scopes of work for the remainder of this week and next week.
For the remainder of this week, Emergia Construction will continue with their sewer adjustments, followed by the return of Chicagoland Paving, who will continue with their removals and asphalt patching within the dead ends and some of the remaining radius curb locations.
Of course, for the week of Labor Day, there will be no work performed on Monday, September 2nd, and no paving performed due to Waste Management servicing Lakeside on Tuesday, September 3rd.
The village is awaiting an updated schedule from Chicagoland regarding when they’ll pave, the sequencing of paving, and who will be affected. The village engineer must first approve this paving plan.
The Village hopes to have this schedule in hand sometime soon. Once they do, we’d they will share all the details with the HOA Board who will update this page.
08/24
Today, Chicagoland Paving removed the not-milled asphalt on 7 of the 10 streets within Lakeside Villas. These seven dead ends were cleaned, and new surface asphalt was placed. Chicagoland also completed various asphalt removals and hot asphalt patching within the subdivision.
Two patches were also done at the subdivision's entrance/exit this morning. Chicagoland continued with asphalt cleaning along the edges of various side streets. A total of 26 tons of surface asphalt were placed today. After the asphalt was removed and replaced throughout the subdivision, Chicagoland Paving sent its sweeper out to sweep all of today's affected areas.
On Monday, August 26th, Emergia Construction will resume the remaining 12 sewer adjustments and pour another seven cubic yards of cement around these structures.
We are waiting for word from Chicagoland as to when they'll be returning to complete the remaining dead-end work and the few remaining patches within the subdivision.
The NPTPO signage remains on the ten aforementioned dead ends for now. I will let you know when it has been removed.
08/23
Today, Chicagoland Paving patched 17 driveways within Lakeside Villas that were disturbed during the concrete curb removal and replacement portion of the ongoing project. Chicagoland placed approximately 20 tons of new surface asphalt within the previously disturbed driveways. The flashers on previously barricaded driveways have all been removed, and the driveways are now open for those affected residents. We apologize for this last-minute change and thank you for being so cooperative.
Today, Chicagoland Paving removed the excess asphalt along the curb lines on Lakeside Circle Drive. With this work completed, all of the NPTPO signage was removed from Lakeside Circle Drive late this afternoon, allowing residents to resume parking on the Street.
Emergia Construction returned this morning to begin adjusting the 25 sewer structures within the roadways of Lakeside Villas. Today, Emergia Construction completed 13 adjustments out of the 25 that are to be done. With these adjustments, Emergia also cut the Street squarely, removed the asphalt, made the sewer adjustment, poured batch plant concrete around the sewer frame, and leveled the new concrete to the level of the milled Street (s). Emergia will return on Monday, August 26th, to complete the 12 sewer adjustments.
With these sewer adjustments and concrete pouring around these sewers, you'll now see some flashing barricades positioned on Lakeside Circle Drive and other streets within Lakeside Villas. Caution should be taken when driving on these affected streets. Some sewers are directly in the middle of the road, especially on Lakeside Circle Drive. Please drive slowly and with caution.
Tomorrow, Saturday, August 24th, Chicagoland Paving will resume work at 7:00 a.m. Planned work activities include the resumption of saw cutting and driveway patching, street patching, asphalt milling and removal on the ten dead ends mentioned in yesterday's email, and dirt, seed, and erosion blanket restorations throughout the entire project.
Please be advised that asphalt patching will be performed tomorrow at both the entrance and the exit into and out of Lakeside Villas. This work will cause delays.
08/22
Today, Emergia Construction, did not work on the adjustments of the sewers within the streets of the Lakeside Villas subdivision. We are being told that they will be onsite tomorrow morning at 7:00am.
This morning, the village, members of HLR, and the superintendent of Chicagoland Paving met onsite to discuss the upcoming paving and the sequencing of the paving operation. We are still in discussions, and once one has been worked out, Village will be sure to inform all of us.
This evening, we will once again see the NPTPO signage back up around Lakeside Circle Drive. This signage has been re-erected so that Chicagoland Paving can continue to "fine-tune" along the edges of the curbing and around the sewers within the curbs. The village has also staged the NPTPO signage on the following dead ends within Lakeside Villas they are Bridgeview, Clearwater Lane, Clearwater Drive, Cedarwood Lane, Cedarwood Court, Barberry Lane, Ivy Court, Candlewood Court, Bayside Drive, and Bayside Lane. When grinding these streets, the road grinder cannot go over the back of the curbs, so the grinding operation for these dead ends must be done with a skid steer and a grinding attachment.
The recently installed No Parking / Temporary Police Order signage will be enforced starting tomorrow morning.
08/21
Today, Chicagoland Paving completed the asphalt grinding on Ash, Barberry, Ivy, Westwood, Candlewood, Bayside Drive, Bayside Court and Bayside Lane.
The asphalt grinding is now approximately 90% complete in relation to this project. Chicagoland still needs to grind all of the dead ends on every side street within the Lakeside Villas subdivision and numerous locations around Lakeside Circle Drive.
For the time being, all NPTPO signage has been removed from the subdivision, with the exception of some remaining on Lakeside Circle Drive, between Bridgeview and Clearwater Lane. All streets are now available for residents to park on.
Tomorrow, Emergia Construction will return to Lakeside Villas to resume the sewer resetting work related to this resurfacing project.
Chicagoland still has its equipment parked on Lakeside Circle Drive across from Candlewood.

Today, Chicagoland Paving completed grinding the following streets: Bridgeview Court, Clearwater Lane, Clearwater Court, Clearwater Drive, Cedarwood Lane, and Cedarwood Court.
Above is the link to the new project notices that were redistributed this afternoon to residents of Ash Lane, Barberry Lane, Ivy Court, and Westwood Court. For the first time, the notices were also delivered to Candlewood Court, Bayside Drive, Bayside Court, and Bayside Lane.
Tomorrow, starting at 7:15 a.m., Chicagoland will begin grinding on Ivy Court, Barberry Lane, Ash Lane, Westwood Court, Candlewood Court, and lastly, the Bayside streets. Whatever grinding is not completed tomorrow will be done on Thursday, August 22nd.
No Parking / Temporary Police Order signage remains in place on Ivy, Barberry, Ash, and Westwood Court. New NPTPO signage was erected on Candlewood, Bayside Drive, Bayside Court, and Bayside Lane.
NPTPO signage was removed late this afternoon from Bridgeview, Clearwater Lane, Court, and Drive, along with the signage on Cedarwood Lane and Cedarwood Court. Residents can return to parking on these streets for the foreseeable future.
Chicagoland Paving has parked its water truck on Ash Lane overnight, along with the rest of its equipment, on LSCD across from Candlewood.

Above is the link to the new project notices that were hand-delivered to the following streets: Bridgeview, Clearwater Lane, Clearwater Court, Clearwater Drive, Cedarwood Lane, Cedarwood Court, Ivy Court, Barberry Lane, Ash Lane, and Westwood Court. The superintendent for Chicagoland thinks that they may be able to get to Westwood Court by the end of the day tomorrow, if they do not get there, Westwood would be done on Wednesday with the remaining streets.
The NPTPO signage stayed up on Bridgeview and all of the Clearwater streets. New NPTPO signage was installed on Cedarwood Lane, Cedarwood Court, Ash Lane, Ivy Court, Barberry Lane and Westwood Court.
As previously reported, all of the NPTPO signage was taken down on Lakeside Circle Drive. This should help ease the current parking situation within Lakeside Villas.
Chicagoland Paving, will begin asphalt grinding on Bridgeview Court at approximately 7:15am tomorrow morning.
08/19
It appears that as of 12: 30 PM, Chicagoland Paving will not be milling Bridgeview Court, Clearwater Lane, Clearwater Court, or Clearwater Drive today.
they have moved this to Tuesday; milling will start at 7:00 am on Bridgeview Court and then proceed to Clearwater Lane, Clearwater Court, Clearwater Drive, Cedarwood Lane, Cedarwood Court, and then finish their day grinding, Ivy Court, Barberry Lane, and Ash Lane.
This is the goal for tomorrow.
A new project notice has been drafted and will be hand delivered this afternoon to all of the aforementioned streets on this current email.
To help alleviate some of the ongoing parking issues, Village will remove all of the No Parking / Temporary Police Order signage from Lakeside Circle Drive late this afternoon.
New NPTPO signage will go up on Cedarwood Lane, Cedarwood Court, Ash Lane, Barberry Lane, and Ivy Court this afternoon.
The NPTPO signage will stay on Bridgeview, Clearwater Lane, Court, and Drive for tomorrow's planned work.
For tonight, Chicagoland Paving will leave its grinding machine and a couple of other pieces of equipment parked in its designated area on Lakeside Circle Drive, across from Candlewood Court.
As a reminder, the village asks that all of the resident's cars be removed from designated streets for the milling on these streets. This morning, our police department had to spend time calling the residents in Lakeside Villas to have them move their cars off of Lakeside Circle Drive, which had developed into one vehicle that had to be towed. It's also important for the residents to NOT have their car's rear ends overhanging into the street. We had to knock on a few doors and ask the residents to pull their vehicles all the way up into their driveways.

The project notice above link was drafted and hand-delivered today by the Village to 140 residential townhomes situated on Bridgeview Court, Clearwater Lane, Clearwater Court, Clearwater Drive, and all of Lakeside Circle Drive.
The asphalt milling of these streets will commence at approximately 7:00 a.m. I'm told that the schedule is to mill all of Lakeside Circle Drive first, then move to Bridgeview Court and Clearwater Streets last.
With this type of milling operation, there will be times when a resident or residents will not be able to leave their driveway or return to their street for a period of time, as a large milling machine and trucks will be taking up the entire street for up to an hour or more at a time, especially when the side streets are being milled.
As stated in the notice, no on-street parking will be allowed on the aforementioned streets for the entire day. These affected residents will have access to their driveway(s) after the asphalt milling has been completed.
When the milling of these streets has been completed, Chicagoland Paving will then have an additional crew on the very next day " fine-tuning" each street in preparation for the upcoming asphalt paving. Once the "fine-tuning" of each street has been completed, the NPTPO signage will be removed, and residents can return to parking on their street.
A new project notice will be distributed to those affected by Tuesday's milling operation on Monday, August 19th. This will happen again on Tuesday, August 20th, when we schedule the remaining streets to be milled on Wednesday, August 21st.
We ask that all residents have their garbage and recyclables curbside by 6:00 am, if not earlier.
This work will cause traffic delays. Chicagoland has been directed to have flaggers working the construction zones.
Please be patient and drive slowly when traveling within the Lakeside Villas subdivision.

Be advised, that Chicagoland Paving, has completed the temporary stone backfilling on all of the driveway’s that have been affected by last week’s concrete removals and last Friday’s concrete placements.
All of these affected driveways that have been closed, have had the flashing barricades removed from each driveway and all affected homeowners are now allowed to use their driveways.
Tomorrow, we will be hand delivering a project notice to all residents residing on Lakeside Circle Drive, Bridgeview Court, Clearwater Lane, Clearwater Court and Clearwater Drive. The notice is advising these residents that their streets will be milled on Monday, August 19th.

We have recently learned that Chicagoland Paving will be onsite tomorrow morning sometime, to place the temporary stone in front of the affected driveways. We are still waiting on the compression strength numbers, which will tell us if these driveways can be reopened tomorrow.
The village will let us know when the compression strength tests are back, as well as when the driveways can be reopened and the flashing barricades removed.

Chicagoland Paving will begin the asphalt milling of Lakeside Circle Drive, Bridgeview Court, Clearwater Lane, Clearwater Court, and Clearwater Drive on Monday, August 19th, 2024. The milling operation will begin at 7:00 am.
The Lakeside Villas subdivision milling will take 3 days to complete. The village will update us on Monday about which streets will be milled on Tuesday and Wednesday of next week.
The Village and HLR will distribute a project notice to residents of Lakeside Circle Drive, Bridgeview Court, Clearwater Lane, Clearwater Court, and Clearwater Drive only.
The village will once again station its message board on Friday, August 16th, to announce next week’s construction activities.
Be advised that after the asphalt milling has been completed, Emergia Sewer Construction will return to Lakeside Villas to set up the 21 sewer structures within the streets. Once this work has been completed, we will learn of an actual asphalt paving schedule.
Today, Chicagoland Paving, is returning to the project to place temporary stone in front of all of the affected driveways, where new curb was poured. Temporary stone will be placed behind any driveway curb locations where applicable.
These affected driveways are to remain closed until Thursday, August 15th. On this date, we will have the strength compression test results, which should allow them to reopen for the residents.
Unfortunately, some residents have already removed the flashing barricades and started using their driveway(s), even though the earlier project notice stated that they are not to remove any flashing barricades until the contractor removes them. I have stopped and talked to these residents and asked them to remove their cars from their driveways.
I will post NPTPO signage on Lakeside Circle Drive, Bridgeview, Clearwater Lane, Court, and Drive. This signage will be enforced on Monday, August 19th, at 6:00 a.m.
Our friends at Waste Management will service the entire community on Monday at 6:00 am sharp.

Great News: The HOA Contactor has completed the Clubhouse Parking Repaving, and is back open to permit holders
Permit Holders may park overnight in the clubhouse parking lot from 9 PM to 10 AM the following day. Vehicles must be moved by 10 AM to accommodate clubhouse rentals, or they risk being towed at the owner's expense.

Today, Carrera Concrete returned and removed the form boards from the curbing and the sidewalks on Hintz Rd and Lakeside Circle Drive. They also went through the project and gathered any framing or materials belonging to them.
Today, Chicagoland was onsite this afternoon. The operator went through the project and placed the temporary stone in front of all of the radius curbing in front of the recently poured public sidewalk squares. The public sidewalks are now open to all residents. Chicagoland, has moved the flashers to the edges of the public sidewalk squares, as there are still existing voids along the sidewalk edges, these voids along the sides of the sidewalks, will be filled and landscaped at the end of the project.
Chicagoland Paving has contracted a sweeper to sweep the entire Lakeside Villas subdivision on Monday, August 12th.
We are now waiting for the compression strength test results for the concrete that was poured yesterday. When the test results show that the concrete has reached the required strengths, we will open all of the affected driveways. We hope to have those results on Wednesday, August 14th.
Chicagoland Paving has tentatively scheduled asphalt grinding of the entire subdivision for Thursday, August 15th, and Friday, August 16th. Weather is pending.
The village will once again post on our message board sometime next week, announcing the grinding and the dates of the planned work.

The Clubhouse resurfacing project is ahead of schedule, to keep things moving smoothly, we'll need to close the Clubhouse Parking lot for resurfacing starting tomorrow at 7 a.m. The lot will be closed for at least the next seven days, so please make alternate parking arrangements. To help with parking, the village will be temporarily removing some NO Parking signs. Please be sure to move your vehicle from the Clubhouse lot by 7 a.m. tomorrow to avoid being towed.
Carrera Concrete has just completed the placement of 36 cubic yards of concrete within the remaining 500 linear feet of curb, along with the ADA-compliant sidewalks and curbing on Hintz Rd at Lakeside Circle Drive.
Carrera Concrete has also completed pouring the concrete wedge between the void in the street and the face of the new curbing.
The Village has removed the NPTPO signage from Bayside Lane, Bayside Court, Clearwater Lane, and some sections of Lakeside Circle Drive. This should help residents find available parking near their residences.
Tomorrow, Carrera Concrete will return to Lakeside Villas to strip the existing form boards and pick up their remaining lumber and any leftover materials.
Tomorrow, Chicagoland Paving will return to the project to backfill with stone all of the areas in front of the public sidewalks, the driveway apron at 663 Lakeside Circle Drive, and the driveways that were just poured today. The affected driveways will not be accessible until Tuesday or Wednesday of next week. I will let you know when the compression strength tests come back as passed and when the concrete contractor will be removing the barricades.
To date, all of the concrete associated with this resurfacing project has been completed. Soon, we will learn from Chicagoland as to when they’ll begin the asphalt grinding.

Due to mechanical issues with Chicagoland’s Gradall machine, work has been suspended for the remainder of today.
Chicagoland will return tomorrow to resume excavating the dirt and debris within the curb locations that were removed yesterday.
Carrera Concrete will now be stoning, compacting, framing, and possibly pouring concrete on Friday, August 9th, starting at 7:00 a.m.

Today, Chicagoland Paving completed the remaining concrete curb removals within the Lakeside Villas subdivision. Chicagoland also removed the concrete curbing and sidewalks on the corners of Lakeside Circle Drive and Hintz Rd. This CCHD permitted work is being performed, as to bring the sidewalks on both the east and west sides of Lakeside Circle Drive into ADA compliancy.
Tomorrow, Chicagoland will be returning to clean out all of the excavated curb locations, so that Carrera Concrete can begin to stoning, compacting and framing, so that they can begin pouring concrete on Thursday afternoon of this week.
We appreciate everyone abiding by the NPTPO signage, as the contractor and their associates were able to move around freely and get the work done efficiently.

Today, I met with Carrera Concrete and they have confirmed that they will be removing all of the framing from last Saturday’s concrete pour, on Thursday. They will also be stoning, framing and pouring the curb that’s being removed on Tuesday and Thursday of this week. They are planning on all of the concrete associated with this project to be poured out by the end of the day on Friday.
Please remember that all of the NPTPO signage will go into effect starting at 7:00am tomorrow morning. The goal is to keep these specific streets and areas where applicable, free of parked cars, so that the contractors can have access and to get the work done in a safe and timely matter.

Today, Carrera Concrete has just completed pouring all of the public sidewalk squares and placing all required ADA panels at every affected corner. HLR checked each location for slope and compliance. Each location has been barricaded with flashers and yellow caution tape. Carrera also poured some remaining curb locations.
Attached is the project notice I drafted and hand-delivered to the 40 residential homes today. These homes are earmarked to have the curbs removed and replaced, starting on Tuesday, August 6th at 7:00 am. Chicagoland will start removing curbs on Bayside Lane. The affected streets are Bayside Lane, Bayside Court, Cedarwood Lane, Clearwater Lane, and Lakeside Circle Drive. If all of the planned curb removal locations are not completed on Tuesday, Chicagoland will be returning on Wednesday, August 7th, to complete any remaining removals, along with digging each location out for the upcoming concrete work.
Additional NPTPO signage will be posted on these aforementioned streets on Monday, August 5th, to allow for the construction activities scheduled for Tuesday.

Today, Carrera Concrete stoned, framed, and poured concrete on all of the radius corners throughout the Lakeside Villas subdivision. This also included other various curb locations.
Carrera Concrete poured 34 cubic yards of concrete today. Carrera has removed all of the form boards that were placed from today’s concrete pour. Flashing barricades have been put back in place at each location, and each affected area has received new caution tape for the site(s).
Tomorrow, starting at 7:00 am, Carrera will return for another day of stoning, framing, and pouring. Carrera will be pouring all of the pubic sidewalk around Lakeside Circle Drive, including the ADA panels at each corner location.
We have learned that Chicagoland Paving will begin removing concrete curbing on Tuesday and Wednesday, August 6th and 7th. Project notices will be delivered to affected residents tomorrow. Chicagoland has been directed to begin removing concrete curbing on Bayside Lane and Bayside Court first. Then, we’ll move counterclockwise around the subdivision.
Then, Carrera Concrete will return on Thursday and Friday, August 8th and 9th, to resume stoning, framing, and pouring concrete within those affected driveways.
This schedule for next week is weather pending and subject to change.

Today, Emergia Construction, completed the removal of 25 sewer frames and lids from within the roadway’s throughout Lakeside Villas. The frames and lids were removed as part of the milling and paving process. Once the frames and lids were removed, a steel plate was placed over the structure, and temporary hot asphalt was placed on the roadway and compacted. These frames and lids will first be adjusted, then placed back onto the existing structure and concreted into place after the roadways have been milled, which takes place prior to the asphalt paving of the roadways.
In the interim, these sewer frames and lids will remain on the parkways around Lakeside Villas until they are reset. All frames and lids are protected with flashing barricades.
Tomorrow, starting at approximately 7:00 am, Carrera Concrete will begin prepping all of the excavated radius curb locations for a concrete pour, scheduled to begin at 10:30 am tomorrow. Carrera Concrete will resume their work on Saturday, August 3rd, starting at approximately 7:00 am. We are hopeful that all excavated curbs and sidewalks will have been completed by the end of the day on Saturday.
Tomorrow, we plan to start at the clubhouse at Bridgeview Court and proceed around the subdivision. Parking at the clubhouse could be limited for some time.
There will once again be plenty of ongoing construction activities tomorrow and Saturday. We do expect traffic delays, and we appreciate everyone’s patience while we work.

Tomorrow, starting at approximately 7:30 a.m., Emergia Construction will begin the frame and lid adjustments within the roadways of the Lakeside Villas subdivision. There are approximately 21+ sewer structures to be adjusted.
On Friday, August 2nd, starting at approximately 7:00 a.m., Carrera Concrete will begin with the stoning, compacting, and framing of the public sidewalk squares, which include the ADA-compliant panels, and the framing of the radius curbing, where the recent storm sewer rehabilitation work was completed on Friday, July 26th.
The actual concrete pouring of some of these locations could start as early as Friday afternoon. Concrete placement will definitely take place on Saturday, August 3rd, at approximately 7:15 a.m. The village’s public works director has given permission for work to be performed on Saturday, August 3rd.
The Village hopes to have an updated schedule for when the curbing in front of the 48 residences will be removed and prepared for concrete placement. Once The village receives the official word, they will let everyone know and send project notices to those affected residents.
Please expect a lot of construction activities over the next 3 days, which will bring the typical delays associated with these types of work.
All schedules are weather-pending.

Please be advised that Chicagoland Paving’s sewer subcontractor, Emergia Construction, will be returning to Lakeside Villas on Wednesday, July 31st, to begin frame and lid adjustments within the roadway of Lakeside Circle Drive and other surrounding streets within Lakeside Villas. This work is being performed in preparation for the asphalt milling and paving work.
There are approximately 21 combination sanitary and storm sewers with closed sewer lids. The frames themselves will need to be lowered in the interim. These frame and lid adjustments will cause some temporary traffic delays, and there could be some temporary street closures associated with this type of construction. The Village has directed Emergia to have its staff handle any traffic control issues while performing this work.
Carrera Concrete Construction is tentatively scheduled to begin stoning and framing for concrete pouring on Friday, August 2nd. This schedule is tentative due to the weather forecast this week.
The Village will update us on this work as the week proceeds.

Today, Chicagoland Paving’s storm sewer subcontractor, Emergia Construction, completed the identified storm sewer rehabilitation work within the Lakeside Villas subdivision on this year’s 2024 Street Resurfacing project.
To date, there have been 25+ storm sewer rehabilitations, which have resulted in new concrete rings, three new storm sewer frames, hydraulic cementing of the interiors of these sewers, and checking for positive drainage.
Emergia Construction has removed their skid steer and spoils pile from the project.
All excavated locations are barricaded, cautioned taped, and NPTPO signage is posted.
There will be no work taking place on Saturday, July 27th.
We will update you once I receive official correspondence from Chicagoland Paving, regarding the start of the concrete construction work.

Chicagoland Paving’s sewer subcontractor, Emirgia Construction, was in Lakeside Villas today making storm sewer adjustments, replacing concrete rings where applicable, and mortaring inside the storm sewer structures themselves.
Tomorrow, Emirgia will be returning to Lakeside Villas to continue with their storm sewer rehabilitation work.
Emirgia will be parking their skid steer on Lakeside Circle Drive in the designated staging area, across from Candlewood Court.

Today, Chicagoland Paving continued with the identified curb removals. To date, 75% of the identified curbs on this project have been removed, and 100% of the public sidewalk locations on this project have been removed. The remaining curbs to be removed are located on Lakeside Circle Drive, Bayside Lane, Bayside Court, Clearwater Lane, and Cedarwood Lane. The remaining curb to be removed is in front of 48 residential driveways. To date, we do not have a schedule for these curb locations to be removed and replaced. These residents will receive a project notice advising them of the work and suggestions as to where to park while they’re out of their driveways.
Due to unforeseen circumstances, Chicagoland’s storm sewer subcontractor did not work today within the Lakeside Villas subdivision. We have confirmation that they will be onsite tomorrow to begin the storm sewer rehabilitation work.
Some additional NPTPO signage was posted today on Bayside Lane, Candlewood Court, and Lakeside Circle Drive. To date, only the residents at 663 Lakeside Circle Drive are currently out of their driveways.
Chicagoland had a truckload of gravel delivered on Lakeside Circle Drive across from Candlewood Court. The gravel is barricaded and corned off.
Flashers are protecting all excavated locations, and caution tape is on all.

Today, Chicagoland Paving arrived in Lakeside Villas late in the morning to resume concrete curb removals on the following streets: Bridgeview Court, Clearwater Court, Bayside Drive, Candlewood Court, and various locations around Lakeside Circle Drive.
Additional No Parking / Temporary Police Order signage was staged on the aforementioned streets. Flashing barricades are protecting today’s excavated sites.
No curbing was removed from in front of any driveways today.
Chicagoland’s sewer subcontractor is scheduled to begin the restoration work on the approximately 36 storm sewer structures tomorrow. All sewer locations have NPTPO signage within the vicinity of each storm sewer structure.
We are waiting on word from Chicagoland on a possible date for the concrete curbing and sidewalk work to begin.

Tomorrow, Chicagoland will resume removing identified curbing. However, no curb will be removed in front of any residential driveways.

Be advised that Chicagoland Paving has completed the curb and public sidewalk removals at the following locations, Westwood Court, Candlewood Court, Bayside Drive and Bayside Lane. These additional locations have been barricaded and cordoned off with caution tape.
Chicagoland Paving is now beginning to remove all unsuitable materials from today’s excavated locations and yesterday’s excavated locations.
On Saturday, July 20th, Chicagoland Paving will be continuing with the removal of the unsuitable materials at the remaining locations that didn’t get completed today.
For now, Chicagoland is scheduling his sewer contractor to begin all of the storm sewer adjustments and rehabilitation work. Chicagoland wants to see this work performed prior to the pouring of the radius curbing and the ADA sidewalks.
Village of Willing will provide updates next week on the planned construction activities for the week of July 20th through July 26th.
The residents residing at 663 Lakeside Circle Drive are now out of their driveway for the next ten days.
To date, there are no other residents within Lakeside Villas who currently do not use their driveway.

Please take notice that Chicagoland Paving completed the public sidewalk and curb removals at the following locations, Bridgeview Court, Clearwater Lane, Clearwater Drive, Cedarwood Lane and Ash Lane at Lakeside Circle Drive. All excavated locations are barricaded with flashers and cautioned taped off.
Tomorrow, Chicagoland Paving will resume with the sidewalk and curb removals, starting at Westwood Court, then proceeding to, Bayside Drive, Bayside Lane and then to 735 Lakeside Circle Drive.
Please note that Chicagoland Paving has removed all of the existing cobble stones that were installed directly behind the curbing on the street corners that were excavated today. These cobble stones will remain stockpiled at each location. To my knowledge, these existing cobble stones will be reset by the Lakeside Villas HOA after we have completed our construction activities.
Be advised that Chicagoland Paving has asked for permission to work on Saturday, July 20th, starting at 7:00am. Public Works Director Dan Kaup have given them his permission to work. The work will mainly consist of grading and stone placement in the areas that have been excavated both today and tomorrow.
The NPTPO signage remains up at all designated corners, with the exception of Candlewood Court. 663 Lakeside Circle Drive will be out of their driveway starting tomorrow morning, starting at around 8:00am. There are no other residents who will be out of their driveways this week.

Be advised that starting tomorrow morning at 7:00 a.m., Chicagoland Paving will begin removing the existing public sidewalk squares and ADA panels and curbing around some of the existing storm sewer structures around Lakeside Circle Drive. What doesn’t get removed tomorrow will be removed on Friday of this week.
Concrete pouring is scheduled to be done on either Saturday of this week or Monday of next week.
The residents at 633 Lakeside Circle Drive are the only residents to be affected by tomorrow’s work. These residents will be receiving a project notice about being out of their driveway for an extended period of time.
There are no other affected residents who will be out of their driveway tomorrow. Residents being displaced from their driveways could start as early as Friday, July 19th. More details to come.
Be advised that all corners surrounding the public sidewalk around Lakeside Circle Drive will be barricaded and cordoned off. There will also be the placement of No Parking / Temporary Police Order signage staged today as well.
You can expect some traffic delays tomorrow as this concrete work proceeds.

Good morning,
Be advised that the Village completed posting No Parking / Temporary Police Order signage within the Lakeside Villas subdivision. The signage is sporadic and not on every street. This signage was posted for accessibility purposes, as on Monday, July 15th, at 8:00 a.m., Chicagoland’s saw-cutting contractor will begin sawing curbs and sidewalks for their eventual removal. The Village will be removing the signage temporarily until they have a confirmed date for concrete removal. Then, I will repost it.
When the Village starts to remove the curb on Lakeside Circle Drive, there will be approximately 65+ feet of curb to be removed in front of 699 – 701 Lakeside Circle Drive. The removal of this curb is to alleviate the constant standing water in front of these residential homes. This will mean that those residents will be out of their driveways for 7+ days and there will be a need to patch these driveways during our construction project.
